How this list works
Each entry shows the date the file was first published. That is deliberately not the date the current text was written: a location file about a 2014 production keeps its 2014 date, and the month it was last checked is printed on the file itself, at the top of the page. Two different dates, doing two different jobs.
If you arrived from an old address that no longer exists, this page is the nearest live index to it. The location index is the better tool if you know what you are looking for, and the site index lists every page here including the ones without dates.

What carries a date, and what does not
Three kinds of page carry no date and are therefore not listed above: the regional hubs, the location index, and the service pages. They are not dated because they are not entries; they are the structure the entries sit in, and stamping them with a publication date would assert something about them that is not true.
All of them are reachable from the footer of every page, and all of them are in the site index.
Why the list stops in 2020
Because that is when the last of these entries was first published. The dates are records, not choices, so the shape of the list is a fact about the site and not a design decision.
